Service Description
This service allows citizens to receive a temporary housing welfare during the waiting period, till they reach their dated priority turn to have an allocated housing unit. Families living in rented houses that belong to third parties are entitled to rent allowances. The allowance should cover the rent amount stated in the contract with a maximum of (100) KD monthly -  
 
Eligibility or Criteria
Applicants, paterfamilias, must apply for the housing welfare and have the request registered at the Public Authority for Housing Welfare. The allowance is given to: (A) applicants whose dated priority turn in the distribution has not come, (B) applicants whose dated priority turn came but have not received the government house for reasons out of their hands, (C) applicants who live in areas where the electric current is not connected,
or (D) applicants who are entitled to real estate loans to build private parcels or purchase built dwellings, but their dated priority turn has not come to receive the loan.

For applicants, paterfamilias, who have allocated government parcels or own parcels and have received loans; they should have received the government parcel or signed the loan contract of the private parcel not later than two years. If the electric current is not connected to the area in two years, the allowance will be paid until the electric current is connected -  
The delay must be proved by the rent contract, the rent payment receipt signed by the owner, the civil ID, and field social researches performed by the Public Authority for Housing Welfare or by the Ministry of Social Affairs and Labor -  
The family entitled to the loan must live in the same rented house -  
The paterfamilias' approval on the rent allowance payment must be obtained, for the divorcee and the children -  
The house or the parcel must not be rented by any of the applicant's parents, siblings, or wife -  
Applicants must not have rented any type of dwellings (a house, an apartment, a parcel, a real estate loan, a government house for rent, or Al-Amir house) provided by the Public Authority of Housing welfare to entitled families, unless the renter (the housing unit owner) has obtained a document of title and paid the full amount of the loan -  
The applicant must not have previously enjoyed a housing welfare offered by the State -  
The applicant and his wife must not have obtained a house or cash house allowance from the entity they work in. If the house allowance was less than (100) KD, then the difference between the total amount obtained by the applicant or his wife and the decided rent allowance will be paid. -  
The income of the applicant, paterfamilias, must not exceed (900) KD monthly -  
 
Required Documents
Applicant's civil ID -  
Salary certificate from the applicant's employer, for civil sector employees

Certificate from the Public Institution for Social Security, for the pensioners

Copy of the personal account number from any of the Kuwaiti banks -  
Copy of the divorce certificate, for applicants who have divorcees -  
 
Procedures
Visit the Rent Allowance Department at the Public Authority for Housing Welfare Headquarters and submit the required documents
