Service Description

  • This service allows citizens and the business sector (companies and civil organizations) concerned with the manufacturing of pesticides to obtain a license to manufacture pesticides. This license is obtained after conducting technical inspection on factories, medical examinations on the factory technicians, and studies on the active substances of the pesticides.

Eligibility or Criteria

  • General Conditions:
  • The applicant must be a Kuwaiti citizen.
  • The applicant must not be less than (21) years.
  • The applicant must not have been convicted in a misdemeanor or a dishonorable felony.
  • The company technician supervising the manufacturing process must have:
  • A university degree (pesticides specialty) or an appropriate high degree, plus two-year experience in the field of pesticide manufacturing authenticated by the Ministry of Foreign Affairs and the Kuwaiti Embassy of the technician's country.
  • Or a diploma from a technical health institute, plus two-year experience in the field of pesticide manufacturing authenticated by the Ministry of Foreign Affairs and the Kuwaiti Embassy in the technician's country
  • Or an average degree in agriculture plus five-year experience in the field of pesticide manufacturing authenticated by the Ministry of Foreign Affairs and the Kuwaiti Embassy of the technician's country.
  • Conditions for the Factory
  • The location of the factory must always be consistent with the approved plan. No changes may take place in the location unless approved by the competent authorities.
  • The engineering plan of the factory and the warehouse and the affiliated buildings must be consistent with the stipulated conditions. The materials used in the building construction and equipping must be consistent with the stipulated conditions of the Joint Permanent Committee for the Organization of the Pesticide Manufacturing, Importation and Usage. As a complementary condition for obtaining the license, both the engineering plan as well as the construction and equipping materials must be approved by the engineering office and the competent authority.
  • The factory must be far from the residence areas and food warehouses.
  • Adequate halls must be available for all manufacturing phases. While designing these halls, the correct method for the disposal of manufacturing vapor and dust must be taken into consideration to avoid the inside and outside air pollution.
  • Laboratories for analysis and quality assurance must be available.
  • Rest halls and first aid clinics for workers must be available with changing rooms and bathrooms, depending on the number of workers in the factory. Companies must take into account separating these sections from the factory units.
  • Warehouses for the raw materials and warehouses for the products with adequate space for product size must be available. These warehouses must also meet the general conditions and specifications for warehouses.
  • The Conditions of Warehouses (Pesticide Store): -
  • The warehouse (Pesticide Store) must be far from the residence areas and food warehouses.
  • The warehouse must be located in a separate building and must be a ground floor of one floor only above the earth ground level directly.
  • The area of the warehouse must not be less than (35) square meters.
  • The warehouse must have inner cooling means so that the temperature degree is between (17-25) Celsius, and the humidity is not more than (50%).
  • The cooling system must be completely separate and not connected to any other place. It must also be an open system that allows the suction of (30-50%) of the inside air to reduce pollution.
  • Adequate natural ventilation must be available to renew air continuously using suction fans of appropriate capacity, in case no cooling system is installed.
  • Electrical lighting that emits strong heat or any other source of heat such as (heaters - stove) must be banned inside the warehouse, since they can cause fire.
  • The stored materials must be placed inside the warehouse on stands or shelves made of inflammable materials and do not absorb the stored materials.
  • The height of the stored items in the warehouse must not be less than 30 cm from the ground level, not more than two thirds of the walls height, and at a distance of 75 cm at least from the wall; in order to facilitate the movement and cleaning works in the warehouse.

Required Documents

  • Required General Documents
  • Copy of the civil ID of the applicant employer.
  • Copy of the nationality certificate of the applicant employer.
  • Copy of the license of the Ministry of Commerce and Industry on which the manufacturing activity is added.
  • Copy of the Ministry of Commerce and Industry general importation license.
  • Copy of the articles of incorporation of the company authenticated by the Ministry of Justice.
  • The authorization of one or more technicians to supervise the manufacturing process. The technician must have a university degree (pesticides specialty), an appropriate high degree from his country, plus two-year experience in the field of pesticide manufacturing authenticated by the Ministry of Foreign Affairs and the Kuwaiti Embassy in his country, a diploma from a technical health institute plus two-year experience in the field of pesticide manufacturing authenticated by the Ministry of Foreign Affairs or the Kuwaiti Embassy in his country, or an intermediate degree in agriculture plus five-year experience in the field of pesticide manufacturing authenticated by the Ministry of Foreign Affairs and the Kuwaiti Embassy in his country.
  • The Required Documents for the Factory
  • Copy from the engineering plan of the factory and the warehouse (pesticide store) and the affiliated buildings that are consistent with the stipulated conditions, indicating the materials used in the building construction and equipping that are consistent with the stipulated conditions of the Joint Permanent Committee for the Organization of the Pesticide Manufacturing, Importation and Usage. This plan must be approved by the engineering office and attached after being approved by the license competent authority. The location must always be consistent with the plan approved by the Ministry of Health. No changes may take place in the location unless approved by the competent authorities.
  • Copy of the Fire Service Directorate license provided that the factory activity is the manufacturing of dangerous materials (pesticides).
  • Copy of the factory lease contract.
  • Lease receipt of the factory with recent date or a proof of factory ownership

Procedures

Bring the manufacturing file which includes the required documents and visit the Medical Insect and Rodent Control Department in the Public Health Department of the Ministry of Health. The technicians working for the factory undergo medical examinations in the Occupational Health Section (The Ministry of Health of Kuwait)

(250) KD Fixed Fees: Fees for annual renewal of the pesticide manufacturing license
(500) KD Fixed Fees: Fees to issue a warehouse license to store pesticides
(100) KD Fixed Fees: Fees for renewal of annual license of the pesticide warehouse. Renewal fees are paid three months before the expiration of the current license.
